COP18 (27/11/12) – Masahiko Horie, Ambassador for Global Environment at the Ministry of Foreign Affairs in Japan talks about the work the country has been doing regionally and internationally on climate change.

He talks about the country’s pledges of fast-start finance and also their work supporting technology transfer.

He says that Japan decided not to sign up to a second commitment period of the Kyoto Protocol because they did not think it was a fair agreement. He says that just 26% of emissions were included in the first phase of the agreement, and big emitters such as the US, China and India are not bound by the agreement.

He says Japan is committed to working towards a new global deal on climate change that will be fair, effective and universal and he says Doha is an important meeting as talks on this new agreement begin.
