Principal negotiator for Japan, Kuni Shimada, expresses his concern over the déjà vu feeling of the negotiations. He explains how more clarity is needed over long-term funding –  and the Copenhagen climate fund. He thinks the technology mechanism will be fully clarifed by the end of the Cancun. He says if short-term financing is not agreed in Cancun, “it will be a disaster”. He reviews the state of play of the adaptation discussions and finishes on capacity building and Japan’s contribution.
