Rio Conventions Pavilion TV, CBD COP11 (18/10/2012) – Gerard Bos, Head of IUCN’s Global Business and Biodiversity Programme, discusses the progression of negotiations at COP11 and some potential solutions to present stumbling blocks.

Bos explains that he has been tracking the resource mobilisation contact groups, which he describes as having made positive progress. He reports that they embraced the agreements from Nagoya and recognised the need for monitoring and reporting but when discussions turned to targets it came to a standstill.

Bos states that discussions of one particularly contentious paragraph lasted two hours.

Bos asserts that the main contention is over a request from developing nations to double the flow of finance to them from developed nations.

Bos laments that discussion of innovative funding streams, especially those involving the private sector, which is frequent on the fringes of the conference, is lacking in the official negotiations.
