Michael Zammit Cutajar discusses the process needed to produce the early drafts of the documents that will become the successor to the Kyoto Protocol, and makes parallels to the Kyoto process from 1997. Zammit Cutajar, a Maltese national, was the first head of the UN’s Framework Convention on Climate Change and is the chair of the Ad-hoc Working Group on Long-Term Cooperative Action.
