Alfonso Blanco, Industrial Mechanic Engineer and Director, World Bank Energy Efficiency Project, explains why he is on the International Visitor Leadership Program. He says the focus of this programme is on energy and climate change and discusses the opportunities for learning about what the US is doing about this.  He talks about Uruguay’s position on fossil fuels and their interest in renewable energy.
