Ned Helme

Ned Helme of the Center for Clean Air Policy believes we’re now at the point where negotiators have to come up with some real decision text on monitoring, reporting and verification and where we’re going on finance. He asks what is happening after 2012 – over the transparency and action around money and the required political will. He considers the disappointment over the climate bill, but reminds us that there is authority under the clean air act which may enable the US to move forward on targets. He believes more attention should focus on work on the ground, outside of the negotiation halls.
