Thomas Kelly, chief negotiator from the Swiss delegation, insists that the conference has to go beyond political declarations and decide on commitments. The US, he says, should produce strong targets and he confirms Switzerland’s commitment to reductions of between 20 and 30%. He also explores Switzerland’s other roles, with relation to the EU and the Environment Integrity group with its “smaller UN” function.
