As rich countries prepare to pour money into the Green Climate Fund, Annaka Peterson Carvalho from Oxfam America says that it will be largely up to African countries to take responsibility for accessing the cash for projects on the ground. The GCF has been designed to address the shortcomings of other finance mechanisms, and it is now up to governments and civil society to take advantage of its opportunities.
